Wireline Competition Bureau Seeks Nominations for
Seven Board Member Positions on
Universal Service Administrative Company Board of
Directors

Pursuant to section 54.703(c) of the Federal
Communications Commission’s rules, the Wireline
Competition Bureau seeks nominations for the following
Board member positions on the Board of Directors of
the Universal Service Administrative Company (USAC).

• Representative for competitive local exchange
carriers (position currently held by Jonathan Askin)

• Representative for low income consumers (position
currently held by Karen Buller)

• Representative for incumbent local exchange carriers
(other than Bell Operating Companies) with annual
reporting revenues of $40 million or less (position
currently held by Edwin Eichler)

• Representative for rural health care providers that
are eligible to receive discounts (position currently
held by Alison Hughes)

• Representative for interexchange cariers with annual
operating revenues of $3 billion or less (position
currently held by James Jackson)

• Representative for schools that are eligible to
receive discounts (position currently held by Brian
Talbott)

• Representative for commercial mobile radio service
providers (position previously held by Diane Cornell)

Except for Ms. Cornell, who resigned her position on
the USAC Board of Directors effective August 27, 2005,
the terms of the Board members listed above will
expire on December 31, 2005. On behalf of the
Commission, we thank each of the Board members listed
above for their diligent efforts and dedicated service
on the USAC Board.

Pursuant to section 54.703(c)(1) of the Commission’s
rules, only members of the industry or non-industry
group that a Board member will represent may submit a
nomination for that position (e.g., only cable
operators may submit nominations for the Board member
who will represent cable operators). In order to
expedite the appointment process, members of the
relevant industry or non-industry group are encouraged
to nominate a single candidate who possesses
substantial experience in, and knowledge of,
telecommunications issues. If members of the relevant
industry or non-industry group fail to reach consensus
on a candidate to serve on the Board, or fail to
submit a nomination for the particular Board member
seat, the Chairman of the Federal Communications
Commission will select an individual from that
industry or non-industry group to serve on the Board.

Pursuant to section 54.703(c)(2) of the Commission’s
rules, each nomination must be captioned: “In the
Matter of: Nomination for Universal Service
Administrator’s Board of Directors, CC Docket Nos.
97-21 and 96-45.” An original and four copies of
each nomination must be filed, in accordance with Part
1 of the Commission’s rules, with the Commission’s
Secretary, Marlene H. Dortch, Office of the Secretary,
Federal Communications Commission, 445 12th Street,
S.W., Room TW-A325, Washington, DC 20554. In
addition, two copies of each nomination shall be
submitted to Sheryl Todd, Telecommunications Access
Policy Division, Wireline Competition Bureau, Federal
Communications Commission, 445 12th Street, S.W., Room
5-B540, Washington, DC 20554. Each nomination shall
specify the position on the Board of Directors for
which such nomination is submitted and shall be
accompanied by the nominee’s professional and
biographical information, such as a résumé or
professional biography. Nominations received prior to
the release of this public notice will be considered
and do not need to be resubmitted. All nominations
must be filed with the Office of the Secretary by
October 28, 2005.

Filings can be sent by hand or messenger delivery, by
commercial overnight courier, or by first-class or
overnight U.S. Postal Service mail (although we
continue to experience delays in receiving U.S. Postal
Service mail). The Commission's contractor, Natek,
Inc., will receive hand-delivered or
messenger-delivered paper filings for the Commission's
Secretary at 236 Massachusetts Avenue, N.E., Suite
110, Washington, D.C. 20002. The filing hours at this
location are 8:00 a.m. to 7:00 p.m. All hand
deliveries must be held together with rubber bands or
fasteners. Any envelopes must be disposed of before
entering the building. Commercial overnight mail
(other than U.S. Postal Service Express Mail and
Priority Mail) must be sent to 9300 East Hampton
Drive, Capitol Heights, MD 20743. U.S. Postal Service
first-class mail, Express Mail, and Priority Mail
should be addressed to 445 12th Street, SW,
Washington, D.C. 20554. All filings must be addressed
to the Commission's Secretary, Office of the
Secretary, Federal Communications Commission.

Nominations filed through the ECFS can be sent as an
electronic file via the Internet to
http://www.fcc.gov/cgb/ecfs/. Generally, only one copy
of an electronic submission must be filed. If multiple
docket or rulemaking numbers appear in the caption of
this proceeding, however, parties must transmit one
electronic copy of the filing to each docket or
rulemaking number referenced in the caption. In
completing the transmittal screen, parties should
include their full name, U.S. Postal Service mailing
address, and the applicable docket or rulemaking
number. Parties may also submit nominations by
Internet e-mail. To get filing instructions, filers
should send an e-mail to ecfs@fcc.gov, and should
include the following words in the body of the
message, "get form ." A sample form and directions
will be sent in reply.

collection of information sponsored by the Federal
government, and the government may not conduct or
sponsor this collection, unless it displays a
