Senate Hearing on IANA Transition

WASHINGTON – U.S. Senator John Thune (R-S.D.), chairman of the Senate Committee on Commerce, Science, and Transportation, will convene a full committee hearing titled “Examining the Multistakeholder Plan for Transitioning the Internet Assigned Number Authority” on Tuesday, May 24, 2016, at 10:00 a.m.
 
The hearing will examine the proposed transition of oversight of the Internet Assigned Numbers Authority (IANA), a department of the Internet Corporation for Assigned Names and Numbers (ICANN) that allocates Internet IP addresses and domain names, to the global multistakeholder community. Two years ago, the National Telecommunications and Information Administration (NTIA) announced its intention to transition IANA functions. On March 10, 2016, ICANN forwarded to the NTIA a transition proposal developed by the international community of Internet stakeholders. The NTIA set a target of 90 days to complete its review. Witnesses will testify on advantages and disadvantages of the proposed transition of IANA functions to the global multistakeholder community.

:: Copyright Office Requests Public Comment on Mandatory Deposit of Online-Only Books and Sound Recordings

The U.S. Copyright Office today published a Notice of Inquiry (“NOI”), seeking public comment on potential changes to the mandatory deposit regulations for electronic works not available in a physical format (referred to as “online-only works”). An interim rule adopted in 2010 creates a limited exception to the Register’s longstanding regulatory exemption that online-only works are not subject to mandatory deposit requirements, and also establishes best edition criteria and regulations as to electronic serials. The Library of Congress is now interested in expanding the 2010 interim rule to apply to online-only books and sound recordings. The NOI asks for feedback from affected communities regarding their experience with the interim rule, as well as comments pertaining to the potential application of mandatory deposit to online-only books and sound recordings.

NTIA seeks input from stakeholders and interested parties to help develop its proposals and positions regarding matters that will be addressed at the upcoming 2016 World Telecommunication Standardization Assembly (WTSA-2016) of the International Telecommunication Union (ITU), being held from October 25 to November 3, 2016. The results of this Notice and Request for Public Comment will be reflected in NTIA's recommendations for U.S. proposals and positions to the U.S. Department of State, which is coordinating the WTSA-2016 preparatory process. Comments are due on or before June 16, 2016.

FTC Testifies on Its Privacy Protection Efforts at Hearing Examining Proposed FCC Rules

In testimony before Congress today, the Federal Trade Commission outlined its work over the past 40 years to protect consumers' privacy at a hearing convened to examine privacy rules proposed by the Federal Communications Commission.

Chairwoman Edith Ramirez and Commissioner Maureen Ohlhausen testified on behalf of the Commission. The testimony before the Senate Judiciary Committee's Subcommittee on Privacy, Technology and the Law provided background on FTC law enforcement efforts, policy work and consumer and business education programs related to protecting consumers' privacy.

The testimony highlighted the FTC's extensive history of privacy-related work. The testimony noted that the agency has brought more than 500 privacy-related enforcement cases in its history against online and offline companies of varying sizes, including companies across the internet ecosystem. In addition, the testimony highlighted a number of recent cases of note.

The testimony also provided information on the FTC's policy work in the privacy area, going back to its first internet privacy workshop in 1996. The testimony noted that recent policy work has been based on principles featured in the FTC's 2012 privacy report, and also highlighted workshops and reports related to the Internet of Things, big data, and other issues, including cross-device tracking.

The testimony also described the FTC's extensive consumer and business education efforts related to privacy, including the FTC's Start With Security campaign for businesses, and the newly-updated IdentityTheft.gov.

The testimony also addressed the FTC's history of partnership with the FCC on various consumer protection issues, including on privacy and data security issues. The testimony called attention to the agencies' ongoing partnership on Do Not Call and robocall issues, previous work on pretexting, and collaboration on law enforcement cases related to unauthorized third-party billing by mobile phone carriers, as well as separate, parallel studies on mobile security updates.

Today, the National Telecommunications and Information Administration (NTIA) and the Economics and Statistics Administration (ESA) convened a roundtable to discuss what data is needed to better measure the economic importance of the cross-border information flows that connect people and businesses across the globe. Representatives from the government, private sector, academia, and public interest community spent the morning going through existing resources, identifying gaps, and evaluating what the Commerce Department could be doing to improve its digital economy metrics.

The Internet has connected people around the world in new ways through the free flow of information across borders. In 2014, approximately 56 percent of services exports and 50 percent of U.S. services imports were digitally deliverable. Modern day companies of all sizes are relying on cross-border data flows for their day to day operations. This includes the ability to access global markets, interact with customers across the globe, find new suppliers, and communicate with their overseas affiliates. For example, of 271 tech‐enabled startups surveyed by 1776 and the McKinsey Global Institute, 86 percent had at least one cross‐border activity. People are using cross-border data flows to access knowledge, communicate, and participate in electronic commerce.

Lack of Trust in Internet Privacy and Security May Deter Economic and Other Online Activities

Every day, billions of people around the world use the Internet to share ideas, conduct financial transactions, and keep in touch with family, friends, and colleagues. Users send and store personal medical data, business communications, and even intimate conversations over this global network. But for the Internet to grow and thrive, users must continue to trust that their personal information will be secure and their privacy protected.

NTIA's analysis of recent data shows that Americans are increasingly concerned about online security and privacy at a time when data breaches, cybersecurity incidents, and controversies over the privacy of online services have become more prominent. These concerns are prompting some Americans to limit their online activity, according to data collected for NTIA in July 2015 by the U.S. Census Bureau. This survey included several privacy and security questions, which were asked of more than 41,000 households that reported having at least one Internet user.

Perhaps the most direct threat to maintaining consumer trust is negative personal experience. Nineteen percent of Internet-using households—representing nearly 19 million households—reported that they had been affected by an online security breach, identity theft, or similar malicious activity during the 12 months prior to the July 2015 survey. Security breaches appear to be more common among the most intensive Internet-using households. For example, while 9 percent of online households that used just one type of computing device (either a desktop, laptop, tablet, Internet-connected mobile phone, wearable device, or TV-connected device) reported security breaches, 31 percent of those using at least five different types of devices suffered this experience (see Figure 1).

:: NIST Cybersecurity Meetings

Earlier this year we (NIST Computer Security Division) had posted an event, on the NIST CSRC website; that was going to take place on May 19-20, 2016.  We received several emails from subscribers asking what happened to this event - High-Performance Computing Security Workshop.

The event has been postponed until later this year (September-October).  We are hoping to have updated information posted to the CSRC website between June-July.  We will also send a follow-up email to this mailing list once details have been finalized.

  The primary purpose of this position is to serve as a member of the teaching faculty at the National Defense University (NDU):  National War College or the Eisenhower School (formerly the Industrial College of the Armed Forces).

  Duties

  Major Duties of this position include but are not limited to the following:

  • Designs, develops, and facilitates homeland security related courses and events, as well as develops homeland security curriculum to support existing and evolving academic requirements at the assigned institution.
  • Prepares and delivers lectures and seminar instruction in the fields of national security policy, national strategy and related subject matters.
  • Serves as one of the NDU President's senior advisors and technical experts on homeland security and national security development issues and keeps abreast of new policies, procedures, regulations, directives, priorities, etc. related to DHS and homeland security.
  • Works with the NDU faculty and staff in the design, planning, and delivery of homeland security education through in class seminar sessions.
  • Serves as faculty advisor to students in academic program decisions, in selection of topics for individual and group research, in research methods, and the preparation of papers and oral presentations.

:: Inquiry into Mobile Device Security Updates

"The Federal Communications Commission today joined the Federal Trade Commission to better understand, and ultimately to improve, the security of mobile devices. Wireless Telecommunications Bureau Chief Jon Wilkins sent a letter to mobile carriers asking questions about their processes for reviewing and releasing security updates for mobile devices. At the same time, the FTC has ordered eight mobile device manufacturers to provide the agency with information about how they issue security updates to address vulnerabilities in smartphones, tablets, and other mobile devices.

As consumers and businesses turn to mobile broadband to conduct ever more of their daily activities, the safety of their communications and other personal information is directly related to the security of the devices they use. There have recently been a growing number of vulnerabilities associated with mobile operating systems that threaten the security and integrity of a user’s device, including “Stagefright” in the Android operating system, which may affect almost 1 billion Android devices globally.

Consumers may be left unprotected, for long periods of time or even indefinitely, by any delays in patching vulnerabilities once they are discovered.  To date, operating system providers, original equipment manufacturers, and mobile service providers have responded to address vulnerabilities as they arise.  There are, however, significant delays in delivering patches to actual devices—and that older devices may never be patched.

The Commission will continue its longstanding partnership and work cooperatively with the FTC on this issue. Responses to the letters will inform discussions with industry about possible solutions and be shared with the FTC.

FTC To Study Mobile Device Industry’s Security Update Practices

In order to gain a better understanding of security in the mobile ecosystem, the Federal Trade Commission has issued orders to eight mobile device manufacturers requiring them to provide the agency with information about how they issue security updates to address vulnerabilities in smartphones, tablets, and other mobile devices.
The eight companies receiving orders from the FTC are: Apple, Inc.; Blackberry Corp.; Google, Inc.; HTC America, Inc.; LG Electronics USA, Inc.; Microsoft Corp.; Motorola Mobility, LLC; and Samsung Electronics America, Inc.
Among the information recipients must provide under the orders are:

• the factors that they consider in deciding whether to patch a vulnerability on a particular mobile device;
• detailed data on the specific mobile devices they have offered for sale to consumers since August 2013;
• the vulnerabilities that have affected those devices; and
• whether and when the company patched such vulnerabilities.

The orders issued today are part of the FTC’s ongoing efforts to understand the security of consumers mobile devices, including a workshop in 2013 and a follow-on public comment period in 2014.
The Federal Communications Commission is conducting a separate, parallel inquiry into common carriers’ policies regarding mobile device security updates.
The Commission is authorized to issue Orders to File a Special Report by Section 6(b) of the FTC Act.

DRAFT Guide to Cyber Threat Information Sharing (Second Draft)

NIST requests comments on the second draft of Special Publication (SP) 800-150, Guide to Cyber Threat Information Sharing. This draft provides guidelines for establishing, participating in, and maintaining cyber threat information sharing relationships. The publication describes the benefits and challenges of sharing, the importance of building trust, the handling of sensitive information, and the automated exchange of cyber threat information. The goal of the publication is to provide guidelines that help improve cybersecurity operations and risk management activities through safe and effective information sharing practices. The guide is intended for computer security incident response teams (CSIRTs), system and network administrators, security staff, privacy officers, technical support staff, chief information security officers (CISOs), chief information officers (CIOs), computer security program managers, and other stakeholders in cyber threat information sharing activities. 

The public comment period for the publication closes on May 24rd, 2016.

The U.S. Copyright Office has posted the agenda for the section 512 public roundtable taking place on May 12 and 13, 2016 in San Francisco, California. The agenda provides the location and times of the sessions and lists the participants assigned to each session. The agenda is available on the Office website here.

Announcing the 22 Digital Inclusion Fellowship City Hosts and Call for Fellow Applications, Nonprofit Tech Network

"The Digital Inclusion Fellowship is expanding and applications are now open for 22 Fellowship positions!

"Last year, we announced the first ever Digital Inclusion Fellowship (DIF), in partnership with Google Fiber. In an effort to increase digital literacy and broadband adoption in digitally divided communities, we placed 16 Fellows with locally-based organizations in eight cities across the country.

"Applications for City Hosts in the second cohort of the Fellowship opened in February, calling for local organizations who would like to host a Fellow for a year with a focus on four core mission areas: adult literacy, digital inclusion, libraries, and public or affordable housing. Fellows in these organizations will have unique projects that reflect the missions, programs, and communities of each organization, but will share a common set of desired outcomes for adult digital literacy. As a network, both the City Hosts and Fellows will receive support, program guidance, training, and access to leading practitioners as they develop and implement critical programming locally.

"Today, we are thrilled to announce, with the continued support of Google Fiber as well as new support from Capital One, we will have 22 Fellows in the next cohort of the Fellowship program starting this July. We have selected 22 incredible organizations in 11 different cities who will work with Fellows this year to launch and expand adult digital literacy programs.

"Applications are now open and interviews may be scheduled on a rolling basis during the application period. Fellow selection may happen before applications close, so we encourage you to apply today! Fellow applications will close on May 13.
